The Australian Federal Government is set to impose new rules on streaming giants such as Netflix, Disney, and Amazon Prime, requiring them to invest in local Australian content.

This move would bring the streaming sector in line with free-to-air networks, which are already subject to local content quotas.

The policy details are yet to be negotiated with both the platforms and the Australian film and television sector, but the sector has previously called for 20% of revenue to be invested in local productions.

The streaming sector is already a major contributor to the Australian screen industry, spending over $330 million in 2021-22. However, Arts Minister Tony Burke has stated that while the platforms are already producing content voluntarily, it should be a requirement.

He added that the lack of guarantees for Australian content on streaming services needs to come to an end.

The government aims to finalise the policy details by mid-2023 and introduce legislation later in the year, with the policy expected to be in place by July 2024.

The Australian screen industry has been advocating for a decade for content rules to be imposed on the streaming sector, and has welcomed the recent news of the changes. The industry has started pushing for its preferred model of 20% of streamers’ revenue to be directed back into the local industry to become law.

Screen Producers Australia CEO Matt Deaner welcomed the move stating.

“If done right, this will not only secure our industry but also mark the start of a cultural resurgence in bringing Australian screen stories to audiences here and abroad. That is an incredible legacy to build for the nation.”

“The release of a new National Cultural Policy is a landmark event for Australia’s creative industries, and SPA congratulates Minister Burke and all involved in the development of this.”

“Arts and culture underpin national well-being and cultural identity. As well as being an important economic industry, they help to build a more compassionate and tolerant society. Culture is the core of our nationhood,”
